In 1925 the Pacific Mutual Life Insurance Company renamed the surrounding agricultural land “Romola Farms,” and the name was soon shortened to “Romoland” to avoid being confused with Ramona, California. The area kept its rural, agricultural character for most of the 20th century — the 1918 Romoland School building and the nearby Motte Historical Museum are reminders of that era. When the City of Menifee incorporated in 2008, only part of historic Romoland was brought inside the new city limits; the “Romoland” name still covers a considerably larger stretch of unincorporated Riverside County. A listing described as being “in Romoland” may therefore be inside the City of Menifee or in the unincorporated county, and that distinction changes which government handles zoning, code enforcement, road maintenance, and permitting.
Because Romoland developed piecemeal over more than a century rather than as a master-planned community, there is no neighborhood-wide homeowners association, and old-Romoland parcels generally predate the Mello-Roos era and carry no community Community Facilities District special tax. The main exception is newer, master-planned development on the edges of the historic area — Heritage Lake, for example, straddles the Menifee/Romoland line and sits within a school-facilities district, Menifee Union School District’s CFD 2004-1 (“Romoland School”). That is a school-district financing tool tied to specific newer tracts, not a neighborhood HOA. Buyers should confirm, for the exact address: which jurisdiction it is in, its zoning, whether it is on septic or sewer and on a well or a water district, road-maintenance responsibility, and every tax and assessment line on the current tax bill.
The official planning framework is maintained by the applicable city. Review current maps, adopted plans, zoning information and development notices through the official planning resource. A marketing label should never replace parcel-level research.
